Could I suggest he hire a drone operator. Set up a fancy dinner at an outdoor restaurant and just as dinner is finished (before they order dessert), the dron flies in and lowers a fancy box with the ring in it to the center of the table. Then pop the question when Jo asks what’s happening.
If nothing else, it will be memorable, and since its not the real world, you don’t have top worry about the FAA regulations. 🙂
